In the digital economy era, with the rapid development of new technologies, new industries, new formats, and new models, competition in the online market has become complicated, and regulatory innovation has become an important issue. Online market supervision should establish stable and predictable supervision principles, and implement the principles of inclusiveness and prudence, in-process and after-event, coordinated supervision, and strictly review basic linear issues related to national security, social stability, and public health. This paper provides in-depth thinking on regulatory innovation from the perspectives of the macro-study of the principles of innovation supervision, as well as the specific research of supervision methods such as big data supervision and the enhancement of electronic forensics capabilities

The paper combs and analyzes the progress and characteristics of AI governance in important countries around the world.The paper also suggests building a complete AI governance system from three aspects of governance models,governance methods, and governance evaluation. At last, the paper makes several relevant policy recommendations on how to construct AI governance system.

The construction of the Guangdong-Hong Kong-Macao Greater Bay Area is a major national regional development strategy personally planned, deployed and promoted by General Secretary Xi Jinping. The digital economy is the development direction of high-quality construction of Guangdong-Hong Kong-Macao Greater Bay Area. Based on the measurement of the development level of the digital economy in 21 cities in Guangdong province, this paper analyzes of the development of the digital economy in Guangdong-Hong Kong-Macao Greater Bay Area and describes the four typical characteristics of the digital economy development in the Guangdong-Hong Kong-Macao Greater Bay Area. From aspects of the regional development, digital transformation, innovation factors cultivation and date valuation,this paper analyzes and diagnoses the main contradictions and problems of digital economic development, and finally puts forward countermeasures and suggestions to further promote the high-quality development of the digital economy in Guangdong-Hong Kong-Macao Greater Bay Area.

In recent years, with the rapid development of China��s digital economy, digital technology has penetrated into all aspects of social economy, playing a significant role in promoting economic growth. The application of digital technology to various industries produces a large number of policy problems, and the resource fragmentation of digital economy governance is serious. Therefore, many think tanks proposes the establishment of a “unified digital economy supervision department ” . From the current management system of digital economy in China, the government departments are too fragmented in the supervision and promotion of digital economy, which has brought some adverse effects on the development of digital economy. This paper suggests that China should establish a “National Digital Economy Promotion Committee” to be responsible for the formulation, implementation and supervision of digital economy promotion policies.

Digital economy has become a new driving force for global economic development and a major strategy of China. During the “ 13th Five-Year Plan ” period, China's digital economy has continued to expand and its contributions have continued to increase. The support for digital industrialization has become more solid, the pace of industrial digitization has accelerated, and digital governance has advanced. The pragmatic advancement of international cooperation has played an important role in fighting the impact of the epidemic. It should also be noted that compared with the high-quality development requirements of the digital economy, and compared with the international advanced level, China's digital economy still has many gaps in terms of technological foundation, digital transformation degree, and digital governance level. Looking forward to the 14th Five-Year Plan, the new development pattern will provide broad space for the development of the digital economy. After a brief decline in the impact of the epidemic on the digital transformation of enterprises, it will enter a new stage of accelerated development of comprehensive expansion and in-depth expansion. At present, the main obstacle to China's high-quality economic development is the structural contradiction, which is the structure mismatch of supply and demand. Digital technology is changing every day, and its application potential is bursting into full release. By improving production efficiency, eliminating excess capacity, reducing supply cost and enhancing innovation capacity, digital economy will promote effective supply capacity. By expanding traditional demand, enriching emerging demand, and promoting demand upgrading, digital economy will drive an appropriate expansion of total demand. As the outbreak of the Novel Coronavirus Pneumonia hit China during the 2020 Lunar New Year holiday,Chinese central government seeks touse maximum efforts to contain the outbreak of the novel coronavirus, resulting in a sharp plunge in offline consumption. Under this circumstance, people have to depend more on digital consumption. In the short run, online entertainment industry will see explosive growth, while OTAs (Online Travel Agency) and other travel-related platforms will have a short window period. E-commerce platforms will absorb the shocks of the outbreak on consumption, and traditional offline businesses will be largely substituted by online modes such as online collaborative office, remote diagnosis and treatment andnetwork-based distance education. In the long run, the outbreak will help digital economy performs better in coordination and response, so that online collaboration model will become more mature, together with continuously accumulated resources and well-maintained digital consumption habits, digital onsumption will embrace a bright prospect.

The COVID-19 spread rapidly to the whole country, which had a great impact on our economic and social development. Digital economy investment plays a key role in the development of economy because of its obvious effects of driving economic growth in a short period. In the short run, the COVID-19 will make an impact on the whole digital economy investment, industrial digital transformation investment, private investment and foreign direct investment. In the long run, the impact of the COVID-19 on digital economy investment is not sustainable. Once the COVID-19 is brought under control, the scale of digital economy investment will continue to expand, and new models and new forms of business, industrial digital transformation and digital governance will become the hot areas of investment. So the government should help enterprises to tide over the difficulties which are greatly affected by the COVID-19 using its financial measures. However, digital technology still faces many problems and challenges in supporting the financial services of the real economy in terms of basic support,technology application, security, and development environment.
