Abstract: Digital economy has become a new driving force for global economic development and a major strategy of China. During the “ 13th Five-Year Plan ” period, China's digital economy has continued to expand and its contributions have continued to increase. The support for digital industrialization has become more solid, the pace of industrial digitization has accelerated, and digital governance has advanced. The pragmatic advancement of international cooperation has played an important role in fighting the impact of the epidemic. It should also be noted that compared with the high-quality development requirements of the digital economy, and compared with the international advanced level, China's digital economy still has many gaps in terms of technological foundation, digital transformation degree, and digital governance level. Looking forward to the 14th Five-Year Plan, the new development pattern will provide broad space for the development of the digital economy. After a brief decline in the impact of the epidemic on the digital transformation of enterprises, it will enter a new stage of accelerated development of comprehensive expansion and in-depth expansion. The digital transformation of government governance will be accelerated in terms of application fields, technical capabilities, data capabilities, collaboration capabilities, and service capabilities. The legal construction of the digital economy will be further supplemented and improved, and legislation exploration in key areas, emerging areas, and foreign-related fields will continue to be strengthened.
