The rapid development of digital technology results in a huge improvement on society and the economy. Data has been established as a new factor of production, and constantly impacting and reshaping traditional economic forms. Digital economy provides new momentum for high-quality economic development, and has become the main component of economic growth. However, the value creation process of data elements and the mechanism of data integration into multiple market entities are still unclear. Therefore, this paper analyses the value creation process of data elements and the mechanism of their integration into multiple market entities. It benefits for deepen the understanding of the value creation process of data elements and new economic behaviour, and provides a theoretical basis and practical guidance for the development and promotion of the digital economy.
Data is a totally new production factor in the digital economy era. The marketization of data has significant strategic significance in the promotion of high-quality economic development in the digital economy. At present, the global understanding of data is still being actively explored. It is very important to correctly grasp the new connotations, new features, new requirements, and new challenges of the marketization of data. This paper systematically elaborates the theoretical connotation and significance of the marketization of data. Through the measurement of the marketization index of data, it is found that the current marketization of data in my country has a late start and a slow start, as well as challenges such as difficulty in data property rights, data value evaluation, data transaction circulation, and data protection and supervision. This article proposes a solution path with practical value from accelerating data aggregation, promoting data circulation, deepening data application, and strengthening data security.
Data is a key factor of production for digital economic development. The CPC Central Committee and the State Council attach great importance to the development of data elements, cultivating the data factor market, and giving full value of data elements. The construction of data factor market will go through three stages of development: data resource, data assetization and data capitalization. At present, the development of data factor market is faced with the problems of lack of theoretical research framework, insufficient supply of effective resources and further strengthening of data security capability, so it is necessary to strengthen theoretical exploration and research, establishing and perfecting data governance system, improving data factor productivity, stimulating new vitality of data factor market, and releasing new dynamic energy of data factor.
The National Bureau of Statistics has released the Statistical Classification of Digital Economy and Core Industries (2021) to further clarify the scope of digital economy. This paper analyzes the latest requirements for digital economy development in the 14th Five-Year Plan and current challenges. Based on that, it puts forward IP-VSGI, the framework of digital economic innovation in the 14th Five-Year Plan period, including industrial foundation, two pillars and four core elements. Apart from that, this paper discusses the notion of the framework and the mechanism of the elements, and on this basis, it finally puts forward the digital economic strategy suggestions.
As the foundation and important pillar of national governance, public fiscal should not only play a necessary role in promoting the development of digital economy, but also promote the inclusiveness and fairness of digital economy. Digital public finance is a new model adapted to the digitization of economy and society. The construction of digital public finance is conducive to improving the fiscal governance ability and modernization level, and then helping the high-quality development of China’s digital economy. This paper focuses on the risks and opportunities brought by digitization to production, taxation, and public finance. From the perspective of high-quality development of digital economy, finally, gives some policy suggestions.
Digital economy has not only become a new engine driving China’s national economic growth, but also fostered diversified employment demand and expanded a wider range of employment fields. Based on the existing domestic literature, starting from the current situation of China’s digital economy, this paper focuses on analyzing the characteristics of digital economy employment and the pros and cons of digital economy on employment, and finally puts forward countermeasures and suggestions,future prospects for how digital economy can promote higher quality employment.
The development of digital economy is a strategic choice for China to grasp the new opportunities of the new round of scientific and technological revolution and industrial transformation, and the effective measurement of the development level of digital economy is an important part of it. Based on the balanced scorecard theory, as well as existing domestic and foreign digital economy measurement practices and new indicators such as sustainable development, this article proposes a new index system for measuring the digital economy, which consists of ability support system, digital business process, and learning and growth, with seven primary indicators, 13 secondary indicators and 37 tertiary indicators.
“Pick one of two”is a relatively common competitive strategy in China’s platform economy, whose essence is to restrict the multi-dwelling of third-party merchants through exclusive transactions. The popularity of“pick one of two”in China’s platform economy exceeds that in developed countries in Europe and North America. The reasons include the lack of legislation and law enforcement in the past, the deep integration of online and offline, special business models and market environments. This paper analyzes the influence mechanism of“pick one of two”behavior on competition from two dimensions, competition between platforms and competition between operators within a platform, and then proposes that cross-edge network effects, user transfer costs, the number of small and medium enterprises, and the dual role of platforms are the key factors that affect competitive performance. Based on the above, this paper further proposes countermeasures and suggestions to regulate the“pick one of two”behavior.

The new-type smart cities will facilitate the country to achieve the goals of carbon peak and neutrality. This paper discusses the construction path of new-type smart cities in the context of carbon strategies. Also, it summarizes the construction content based on the analysis of top-level design, digital infrastructure, smart hubs and intelligent applications. Finally, it puts forword suggestions for the development of new-type smart cities construction under the background of carbon strategies .

Internet has been the vital supporting infrastructure for digital economy which quality of development is in some degree influenced by the performance and efficiency of the internet network.This article analyzes the key points and factors deciding the efficiency and performance of the internet network,compares the conditions in different domestic regions and the gap between China and developed countries in the aspect of network construction and performance meanwhile researching the reasons partially.Then considering the demand of network supporting for the development of digital economy of China, it gives some policy suggestions for optimizing the internet network in both domestic and global layers with the result of improvement of performance and efficiency.

The definition of waveform system of satellite communication system is one of the basic work for the establishment of system standard. Both the characteristic of the system waveform and the influence of the device characteristic on the signal propagation should be considered. In this paper, the RF characteristics of OFDM system waveform and FTs-OFDM system waveform after passing through payload amplifier were measured. Through EVM, PAPR, SNR demodulation threshold, efficiency and other indicators, the performance quality of the two systems signals under single carrier and four carrier scenarios was evaluated. Furthermore, suggestions are given for the selection of waveform system.
