    • Digital twin cities have become the mainstream technical route and development goal of the construction of new smart cities. The core of digital twin city is the City Information Model(CIM). The traditional “GIS + BIM” modeling method has obvious limitations: the object-oriented data organization method is difficult to solve the problem of data organization and aggregation due to the complexity of the object itself and the private definition of object ID. Beidou Grid Code technology (including Beidou Split Time Code) provides a spatiotemporal grid framework, which can build the global spatial digital twin grid data model. Its essence is an open big data architecture based on spatiotemporal coding, which can organize urban multi-source heterogeneous spatiotemporal data through grid association and support the CIM modeling of digital twin cities. The specific modeling process includes four steps: spatio-temporal grid coding, grid associated data, grid data loading and data-driven model. The spatio-temporal grid framework based on Beidou Grid Code has important enabling value for CIM platform.

    • With the rapid development of new technologies, smart cities have entered the deep end of its development. The city brain has shown great potential in breaking the information islands, amplifying the value of data elements, improving the urban governance capacity and promoting industrial development. It has become the standard allocation for smart cities. The research sorts out the current situation and development issues of the city brain industry, and thoroughly studies the typical practices of Hangzhou, Pudong, and Haidian city brains. This paper provides suggestions for city brain in terms of development concepts, top-level design, organizational mechanisms, construction priorities, and continuous operations, guiding the construction of city brains in various places.

    • Research on input and output pre evaluation model of smart city

    • This paper analyzes the latest research results of input and output of smart cities at home and abroad, finds that most of this field is post evaluation and lack of pre evaluation. This paper puts forward a new input-output pre evaluation analysis model of smart city, selects the input indicators by using expert investigation method, expert scoring method and principal component analysis method, obtains five core input indicators, and selects six output indicators with reference to national standards. A total of 28 cities in the first, second and third tier of China are randomly selected for model canonical correlation analysis, and finally the pre evaluation impact factor data before input and output are obtained. The results can be used as a reference tool for the pre evaluation of the construction effectiveness of new smart cities.

    • This paper analyzes the transformation and development process of Singapore􀆳s information and communication industry from different perspectives such as the development path of the information and communication industry chain and its role in promoting the overall economic development, and summarizes that the development of information and communication industry should be upgraded into a national strategy, the “hard and soft” infrastructure should be promoted to form international location advantages, the upgrading promotion plan of “ three strategic industries” and the “ double ecosystem system” . The development experience of organically integrating the national industrial policies and the improvement of international market competitiveness, and building its information and communication industry into an international industry covering the world through international industrial main enterprises and export-oriented industrial expansion strategy. These development experiences of international transformation have provided many experiences in government guidance, soft and hard infrastructure, industrial policies, human resources, cross-border integration and so on for the in-depth promotion of China􀆳s current digital China strategy with information and communication industry as the core, especially the development of digital economy.

    • Blockchain has been in development in China for five years, from encrypted digital tokens that hide financial risks, to industry applications that are continuously explored by various industries, and then to constantly enriching basic technology products. Blockchain extends from hot technology concepts to industries application concepts, especially in the past two years, blockchain has entered a new stage of large-scale industrial development. However, the industry currently lacks research on the characteristics, models, and development trends of the blockchain industry chain, and it is still difficult to form a clear understanding of the relationship between the various levels of the blockchain industry.     • With the continuous development of the technology in big data, informed consent framework, as a basic principle in the field of personal information protection, has some practical application difficulties, such as serious formalism, vague terms, lack of feedback of diversified opinions, etc. , which will be difficult to restrict the personal information collection and processing behavior of enterprises. This paper analyzes the reasons for the application dilemma of informed consent framework from three aspects of user factor, enterprise factor and objective factor, and summarizes the fundamental reason as that users and enterprises are in the unequal position of information. In order to reduce the information gap between users and enterprises and increase users’ control over collection and processing of personal information, this paper analyzes the improvement of the framework of informed consent from the perspectives of improving legal regulations, strengthening supervision and inspection, etc.

    • As the new generation of mobile communication technology, 5G adopts the service-oriented architecture for the core network, which splits the whole with multiple functions into multiple individuals with independent functions, making the core network more flexible. While the introduction of new architectures and new technologies facilitates communication of users, it also brings some new security issues. This article introduces the security risks of 5G core network element services and corresponding abnormal detection methods, designs a prototype system for detecting abnormalities of 5G core network function services by traffic analyzing and explains the technical routes of each module in the prototype.
