Abstract:

As a new type of production factor, the multiplier effect of data hinges on the depth of its openness and the efficiency of its operation in the public domain. However, prominent structural contradictions, namely “unable to be sufficiently supplied, difficult to circulate freely, and challenging to be utilized effectively”, urgently require breakthroughs through business model innovation and technological integration. Based on this premise, this study systematically reviews the practices of public data authorization operation and proposes a future development pathway from the perspective of “business-centric with technology as an enabler”.
