摘要:

我国工业互联网发展具有典型的“政策指引,建用互促”特征。基于政策文本计算思路,构建政策协同度算法,定量评价29个省/直辖市工业互联网政策导向的网络、平台、数据和安全四大体系协同水平。研究发现东部和西部地区的四大体系协同度最高,中部地区相对偏低。各地推进四大体系协同建设的短板各异,反映地方政府认知并发展工业互联网的焦点存在差异。

Abstract:

Development of Industrial Internet in China has the characteristics of strong government orientation. To quantitatively assess the synergy degree of four sub-systems of network, platform, data and security of industrial internet in local area in China, grounded on policy computational analysis and policy synergy degree algorithm, this paper reveals that synergy degree shown in policies issued by central local governments is lower than that of eastern and western local governments. Varying degree of synergies among four sub-system of industrial internet also reflect the cognition discrepancy and attention focus among different local governments.
