    • In view of the bottleneck problems of unified spatial framework and efficient data organization in digital twin ciy, this study, under the guidance of the new earth geospatial subdivision theory and the corresponding national standards such as “Earth􀆳s Surface Spatial Grid and Code” (GJB8896-2017) , “Beidou Grid Code (BGC)” and “Geospatial Grid Encoding Rule”, proposes to develop an spatial grid framework for the digital twin city and the GDS (Grid Data System) data platform technology. The multi-scale 3D urban grid space is an objective existence of theearth space. Everything in the city must fall  into one or several grid bodies at a certain time. The GDS technology developed from this is oriented to unified organization of spatial data, which is conductive to the development of a new type of G-GIS, G-BIM system and is an innovative exploration of the traditional BIM, GIS and other object-oriented modelling systems. This research could help to realize the unified and efficient collection, association and calculation of urban spatial data, and is of theoretical and practical significance for supporting the construction of digital twin city.

    • The necessity of applying artificial intelligence technology to digital twin cities lies in two aspects: massive data processing and system self optimization. In order to improve operation capacity and speed, digital twin cities need to deploy artificial intelligence in multi-level system architecture, and to use of multiple AI application technologies in decision-making process. Considering the development of artificial intelligence technology, it is suggested that in the process of deploying AI in digital twin cities, it is necessary to strengthen the following aspects: technology updating, professional team supporting, data privacy security and network attack prevention.

    • The construction of new-type smart city is of great significance for improving the government􀆳s governance ability, enhancing life satisfaction, and promoting the development of digital economy. However, the data security issues have now become the bottleneck in the construction of the new-type smart city. In this paper, data security problems of government data in the construction of new smart city are systematically analyzed, and existing security regulations and rules published by national local governments in data security are comprehensively reviewed.Suggestions are then made in seven themes including data sharing and opening mode, data quality control,responsibility boundary delimitation, hierarchical classification, security techniques, risk assessment and supervision mechanism to ensure the security of government data sharing and opening comprehensively and promote the construction of the new-type smart city.

    • With the advancement of information and communication technology, digitalization is one of the stages of enterprise evolution. In the context of the digital economy, digital enterprise cases continue to emerge. At present,most of them are in the process of moving from the primary stage to the intermediate stage. The three applications of cloud computing, big data and artificial intelligence are the most important in technology applications. On the scale,the development of large, medium and small enterprises has its own characteristics. In the industry, typical industries such as the large-scale steel industry of raw materials, equipment machinery, consumer electronics, and retail have shown some typical laws. According to the current status and problems of the development of digital enterprises, it is recommended to promote the digital transformation of enterprises from three perspectives: government, industry and enterprise.

The vertical integration incubation model of the industrial chain that the company seeks for breakthrough development in its own technology, products, and business, as well as the ecological creation incubation model based on the strategic goals of leading enterprise ecosystems.     • At present, China has formed three typical models : Supply Chain Financial model that is dominated by core companies in the supply chain, Supply Chain Financial model that is dominated by e-commerce platform service providers, and Supply Chain Financial model that is dominated by logistics companies. But on the whole, Supply Chain Finance still faces information asymmetry, insufficient risk controlling, and the lack of special laws and regulations. Therefore, increasing the application of emerging technologies such as blockchain technology in the field of Supply Chain Finance, encouraging financial institutions such as commercial banks to strengthen innovation in Supply Chain Financial products and services, and researching and promulgating laws and regulations specific to the characteristics of Supply Chain Finance development are important measures for the healthy development of Supply Chain Finance and the ability to meet the financing needs of SMEs.

Digital economy investment plays a key role in the development of economy because of its obvious effects of driving economic growth in a short period. In the short run, the COVID-19 will make an impact on the whole digital economy investment, industrial digital transformation investment, private investment and foreign direct investment. In the long run, the impact of the COVID-19 on digital economy investment is not sustainable. Once the COVID-19 is brought under control, the scale of digital economy investment will continue to expand, and new models and new forms of business, industrial digital transformation and digital governance will become the hot areas of investment. So the government should help enterprises to tide over the difficulties which are greatly affected by the COVID-19 using its financial measures. In the long run, we should strengthen investment guidance in the digital economy, activate private investment in the digital economy, and optimize the investment environment in the digital economy.

The passive wavelength division technology is in line with the problems of solving the shortage of existing optical fiber resources, the difficulty of laying the fiber optic cable again,the construction investment, the repeated construction of optical cable, the long construction period, and so on, the use of passive wavelength division multiplexing technology can greatly reduce the construction investment, and finally achieve the maximization of optical fiber resource utilization.
