Abstract: With deep integration of ICT industry and vertical industy, it is inevitable for both of them to cooperate in standard setting procedure. Intellectual property rights have a profound impact on the operation of standard organizations,and therefore they need to ensure the inclusiveness and moderation of their own intellectual property policies. It is also necessary to clarify the handling mechanism of intellectual property issues, in order to reduce the occurrence of subsequent disputes. This article compares the operation mechanisms of 3GPP and IEEE, and analyzes the important impact of intellectual property rights on the operation of standards organizations.
