摘要: 人工智能对于促进产业升级、实现社会进步的重要性愈发显现,全球领先国家均将其上升至国家战略,推动其技术产业创新发展。然而,传统的政策手段和产业管制规则已不适应于人工智能的产业特征,阻碍其应用推广。本文重点研究人工智能产业发展政策,通过对产业特性的分析研究,建立了基于高新技术产业生命周期的人工智能政策模型,为人工智能产业政策制定提供支持。

Abstract: At present, Artificial Intelligence has become more and more effective in promoting industrial upgrading and realizing social progress. The leading countries in the world have raised it to national strategy and contributed to the innovation and development of its technology industry. However, traditional policy instruments and industrial control rules have not adapted to the industrial characteristics of Artificial Intelligence, which limits its application and promotion.Based on the above reasons, this paper focuses on the Artificial Intelligence policy. In combination with the characteristics
of Artificial Intelligence industry, the Artificial Intelligence policy model based on the industrial life cycle is established to provide policies for the development of Artificial Intelligence industry.
