Abstract: China’s economy has shifted from a high- speed growth phase to a high- quality development phase, there is an urgent need to further release innovative kinetic energy and stimulate the innovation energy. As an important part of China’s economy, SMEs have become an important strategic task for China. The construction of China’s SMEs’innovation and entrepreneurship system is in its infancy, and there are still some problems that still need to be further improved. By analyzing the important measures of the innovation and entrepreneurship service system of German SMEs, this paper studies the construction of innovation and entrepreneurship service system of SMEs in China from the aspects of personnel training, mechanism construction and environment construction, and gives suggestions on policy level.
