Abstract: “Closing website”is the“ultimate”enforcement measure in the management of Internet information service. However, due to the unclear legal attributes of“closing the website”and the unclear subject of law enforcement, the legitimacy of“closing the website”in the practice of Internet information service management has been weakened, which has seriously hindered the effective development of Internet information service management. To this end, the legal attributes of the“closing website”should be clarified on the basis of the“dichotomy”, and the responsibility of the law enforcement subject should be clearly defined according to the implementation content of the“closing website”, and the regulatory cooperation mechanism for Internet information service management should be constructed.
