Abstract: From the 14th five year plan, the new smart city will return to the original mission of “city is of the people”. Focusing on the judgment of urban governance in the new era of “ people􀆳s cities are built by the people and people􀆳s cities are for the people”, guided by improving the people􀆳s sense of security, acquisition, happiness and participation in cities in the new era. This paper considers and puts forward the SMILE evaluation system for the new smart cities, and looks forward to guiding the construction of new smart cities with the evaluation system to achieve the goal of “people􀆳s satisfaction”, improve social governance capacity and promote all-round progress of social civilization.
