摘要/Abstract

摘要： 在新技术飞速发展和智慧城市进入深水期的双重效应下,城市大脑在破除信息孤岛、放大数据要素价值、提升城市治理能力、促进产业发展方面体现出巨大潜能,成为智慧城市建设的“标配”。通过对城市大脑行业现状、发展问题进行梳理,对杭州、上海浦东、北京海淀区城市大脑典型实践进行深入研究,从发展理念、顶层设计、组织机制、建设重点、持续运营等方面提出建议,为各地城市大脑建设提供参考。

关键词: 城市大脑, 发展路径, 可持续运营, 长效机制

Abstract: With the rapid development of new technologies, smart cities have entered the deep end of its development. The city brain has shown great potential in breaking the information islands, amplifying the value of data elements, improving the urban governance capacity and promoting industrial development. It has become the standard allocation for smart cities. The research sorts out the current situation and development issues of the city brain industry, and thoroughly studies the typical practices of Hangzhou, Pudong, and Haidian city brains. This paper provides suggestions for city brain in terms of development concepts, top-level design, organizational mechanisms, construction priorities, and continuous operations, guiding the construction of city brains in various places.
