Because of the innovative guidance and integrated application of digital technology, the digital economy has become an important force to accelerate the transformation and upgrading of the real economy, and also promote Chinese path to modernization. Conforming to the tide of the digital economy, grasping the development rules and trends of the digital economy are the endogenous requirements for achieving high-quality development of the digital economy. This paper builds a development model from the five dimensions: industry digitalization, digital industrialization, digital technology, digital new infrastructure, and digital economy ecology, analyzes and prospects the development trend of digital economy based on the characteristics and trends of China’s social and economic development.
Constructing a new development pattern of “dual circulation” is a major strategic decision and path choice made by the party and the country facing the profound changes of domestic and international situation. At present, China’s “dual circulation” development is faced with the dual challenges of insufficient support capacity of internal cycle and weakening development momentum of external cycle. The negative effects of long-term export-oriented economy leading to low-end lock-in of industrial chain, the bottleneck of quantitative factor growth mode under traditional comparative advantage, the lag of factor market construction which is the key obstacle restricting the construction of unified market, and the long-term structural imbalance which inhibits the sustained release of domestic effective demand are the root causes. Therefore, we should take measures from the supply side, market side and demand side, to smooth the circulation at home and abroad, and to help build the new development pattern.
Since the 18th CPC National Congress, the CPC Central Committee and The State Council have attached great importance to the construction of digital government and the development of digital economy, vigorously promoted the digital transformation of government functions, gave full play to the leading and driving role of the construction of digital government in the digital economy, and promoted the realization of high-quality economic and social development. In order to adapt to digital transformation and strengthen the construction of digital government as an inevitable requirement to enable the development of digital economy, the digital government construction of our country enters the fast lane. This paper introduces the historical background of the construction of digital government, carries on innovative thinking around the Guiding Opinions on Strengthening the Construction of Digital Government (hereinafter referred to as the Guiding Opinions), and focuses on the analysis of the development path of digital economy enabled by the construction of digital government.
Taking 38 listed banks as the analysis samples, the paper uses text mining technology to read the digital and intelligent behaviors of sample banks in the past decade. On this basis, it summarizes the key business areas of current digital transformation of small and medium-sized banks, summarizes the advantages of integrating AI with digital transformation of small and medium-sized banks, and puts forward targeted suggestions on relying on AI to achieve digital transformation of small and medium-sized banks.

For every walks of life, digital transformation is the only option for their long-term development, but also the key to enhance competitiveness and cultivate new motivation.
Unicorn enterprises are the most representative of creativity in the new economy driven by new science and technology, which reflects the vitality of a country or region’s economic innovation and development. In the context of the new round of technological revolution and industrial transformation, unicorn enterprises all over the world have maintained a high-speed growth in recent years. 2021 sees extraordinary growth of newly-born unicorns more than past five years added together, thanks to a wave of digitization and the wealth effects of easy monetary policy. In 2022, the growth rate of unicorns slowed due to Ukraine crisis, the global economic downturn and other factors. The number of unicorn enterprises in our country has been in the second place in the world, but the situation of widening gap with the United States, Europe and India has expanded which is worthy of great attention. This paper makes a comparative study on the development of unicorn enterprises at home and abroad, and puts forward some policy suggestions to promote the high-quality development of unicorn enterprises in our country from the aspects of the incubation speed of unicorn enterprises and the sustainable development potential of enterprises.
Since March 2022, the U.S. Federal Reserve has announced seven consecutive interest rate hikes and started the process of shrinking its balance sheet. The fastest rate hike and balance sheet reduction in history, which triggers a chain effect in the global market, are aimed at coping with unabated inflationary pressures. The increase of interest rates and the reduction of the balance sheet have a serious spillover effect on the key areas of China’s manufacturing industry. Due to the contraction of international trade, difficulties in foreign trade of the manufacturing industry are increased. Affected by the commodity price fluctuations, manufacturing cost control becomes more difficult. Affected by the divergence of exchange rate, opportunities and challenges of manufacturing export and investment coexist. We suggest adhering to the basic principle of “self-centered” monetary policy and paying more attention to the trend of international monetary policy. We should reduce the production and operation costs of enterprises, and strengthen the financing support, offer more tax reduction and fee reduction to manufacturing industry. Last, we should rely on international cooperation policy of the manufacturing industry to promote the industry to improve import and export efficiency.
To improve artificial intelligence (AI) governance can help to promote the healthy development of AI industry. A series of problems in AI governance of China, such as the imperfect governance system, incomplete laws and regulations, imperfect technical means and governance tools, and difficulties in implementation are discussed. The domestic and international development status of AI governance is analyzed. Further, the AI governance content and means are taken as the focuses for the in-depth analysis. At last, relevant suggestions for China’s AI governance are put forward.
With the increasing demand for information security in telecommunication network and infrastructure, cryptography technology is more and more widely used for information security construction. Cryptography Law of the People’s Republic of China puts forward standardized requirements in cryptography development and security assessment of cryptography development in information systems. Therefore, basic telecom enterprises need to improve the level of cryptography development and implement security assessment of cryptography development. In this regard, this paper gives suggestions in terms of standard setting, personnel training, system platform R & D, capacity building, and technology research.
Currently, digital government and smart city construction are important components of Digital China Construction, and both of them have achieved remarkable results after years of construction. In 2022, the State Council issued the Guiding Opinions on Strengthening the Construction of Digital Government, which expanded the scope of digital government. Combining with the key points and characteristics of construction throughout places, digital government and smart city presented a trend of integration. This paper sorts out the construction process and developments of digital government and smart city, and puts forward the overall architecture of “eight horizontal and four vertical” for the collaborative construction on the basis of systematic analysis of the differences between the two in terms of construction goals, subjects and contents. The paper elaborates the key contents of collaborative construction around the framework, and finally puts forward strategic suggestions for collaborative construction on this basis.
Considering that the current network management system of power transmission equipment is deeply coupled with the equipment, power companies have insufficient self-control over the transmission network and lack the ability to flexibly schedule network equipment, which affects the efficiency of network operation and maintenance. In this regard, this paper breaks through the technical bottleneck of power transmission equipment and network management platform, and develops an autonomous and controllable network management platform suitable for power 2M wavelength division system, with power transmission equipment resource management, monitoring management, performance management, topology management and other operations. The maintenance function realizes the expansion of new power business, ensures the flexible scheduling of power equipment resources, and further improves the efficiency of network operation and maintenance.
SRv6 deployment is faced with two major challenges of packet carrying efficiency and equipment processing capability. It is of great significance to discuss the SRv6 header compression technology for the large-scale deployment of SRv6. On the basis of analyzing the impact of SRv6 deployment, the development of main header compression technologies such as G-SRv6, uSID, and SRm6 is discussed, and these main schemes are compared. Finally, the deployment strategy of SRv6 header compression technology is proposed.

From the perspective of testing in the mobile operating system ecosystem, this paper studies and analyzes the new mobile operating system testing and verification system, summarizes the corresponding testing items and methods and discusses the testing scenario. It provides quality assurance for the development of China’s mobile operating system industry.
With the advent of the all-optical network era, as the last mile contact of the optical cable access network, the optical delivery box is the most frequently operated platform in the construction and maintenance of telecommunication services. Aiming at the inefficiency of the manual maintenance method of the optical delivery box resource information, a fine-grained classification algorithm based on WS-DAN and YoloV5 target detection algorithm are proposed. The on-site verification function of resources is developed on the mobile phone app to intelligently identify the craftsmanship identification and terminal information of the optical delivery box, so as to improve the efficiency and data accuracy of on-site verification of the optical delivery box resources, and it can be promoted by telecom operators.
