    • Abstract ( 159 )
    • Things description for Internet of things refers to information about data itself, and it is used for describing different IoT resources with a uniform metadata. Through the things description, the IoT resources could have the same sematic meaning and could be programmed easily. Things description for IoTwould build acommonmetadata format for things’capability information for sematic interaction and communication. All the things could understand each other’s information and capabilities. Thethings with different structures could interact better and efficiently.

    • ZHANG Chunfei, LI Qinzi, JIANG Han, LUO Luojia
    • Information and Communications Technology and Policy. 2019, 45(4): 30-34.
    • Abstract ( 173 )
    • At present, new technologies, such as the algorithm, amplify the big data’s value and strengthen the competitiveness of Internet companies. However, the algorithm has become a hidden means for some enterprises to implement unfair competition, infringe on personal privacy and spread vulgar content. Especially under Internet platform, hundreds of millions of users and massive applications may suffer greater risk due to improper algorithm usage. In fact, the application of new technologies such as algorithms has brought challenges to the market regulation of the information and communication industry, and has become a frontier problem commonly faced by countries all over the world. This paper proposes to adapt the algorithm to the digital economic supervision system as soon as possible to adapt to the requirements of China’s digital economy development, and urge it to exert more positive energy.

    • FAN Xin, HAN Hui
    • Information and Communications Technology and Policy. 2019, 45(4): 79-81.
    • Abstract ( 234 )
    • The information and communication industry is the core field of the digital economy. It plays an increasingly important role in enhancing China’s industrial competitive advantage and promoting the transformation of new and old kinetic energy. Although the current Sino-US economic and trade friction has eased, the strategic intention of the United States to curb the rise of China through the blockade of core technologies has not changed, bringing great uncertainty to the development of the information and communication industry. Through research and analysis, this paper believes that
Sino-US economic and trade friction will affect the development of China’s information and communication industry in terms of security, innovation, openness and talents. It is recommended that relevant departments attach great importance to promoting institutional reform, increasing openness, and accelerating ecological construction. We will train and introduce high- end talents, enlarge and strengthen the information and communication industry, and achieve highquality economic development.

    • Research on cloud computing enterprise personal data protection
    • WU Qianyu, GUO Xue, ZHENG Li, ZHANG Linlin
    • Information and Communications Technology and Policy. 2019, 45(4): 89-96.
    • Abstract ( 180 )
    • As an infrastructure, cloud computing has been gradually popularized. The security of cloud data is related to the development of national economy and people’s livelihood. In the context of the booming cloud computing industry, domestic leading manufacturers begin to expand overseas markets, while the European Union, Singapore, Japan and other countries have introduced relevant laws and regulations to put forward strict requirements on the protection of personal data. As cloud computing enterprises provide cloud services externally, a large amount of user data stored in the cloud is likely to involve personal privacy data. How to take measures to protect personal data security and respond to the regulatory requirements of laws and regulations of various countries is very important for the international development of cloud computing enterprises in China. This paper starts from the actual security problems faced by cloud computing enterprises at sea, sorts out and compares relevant laws and regulations on personal data protection in various countries, extracts the main compliance scenarios of cloud service enterprises, and finally proposes measures and suggestions for cloud service enterprises on how to better protect personal data.
