Abstract: China has been deepening the reforms to streamline administration, delegate powers, and improve regulation and services in recent years. The internal and external development of the information and communication industry also calls for the relaxation of the threshold of market access.This paper focuses on telecommunicaiton value-added services area, analyzes the current status, challenges and progress of the market access management system, and the necessity and studied feasibility of the innovation. Combining with the main objective of the information and communication industry regulation in China, the optimization direction and path of accessmanagementreform are proposed.
