    • On June 13, the China Securities Regulatory Commission and the Shanghai Municipal People’s Government jointly held the opening ceremony of the Shanghai Stock Exchange’s STAR(Sci-Tech innovation board) Market. The establishment of the STAR Market reflects the continuous innovation and mature development of China’s capital market system, marking the continuous improvement of China’s multi-level capital market. This paper starts with the comparative analysis of the STAR Market in China’s capital market, explains the process of the market’s listing, analyzes the latest progress of the market, and proposes the future recommendations of the market.

    • In recent years, information technology is transforming traditional financial intermediaries, and changing the structure of financial markets from the inside out. This paper analyzes the role of information technology in changing the trading mechanism of U.S. securities market, expounds the course of telephone communication to network communication and the rise of both the online brokerage companies and the electronic trading networks. Furthermore, it analyzes the blockchain digital currency and the mobile online payment——the two major breakthroughs of information technology in the field of digital payment. The possible impact of these two technological changes on the international payment and settlement system are also discussed. Firstly, it is unlikely that there will be decentralized digital currency transcending national rights in the future. Secondly, it is expected to usher in a new international currency driven by financial technology, citing the global mobile payment and electronic settlement. It presents new market trends and offers the opportunity of RMB for the world’s reserve currency.

    • In recent years, China has successively issued policies such as“Development Planning of New Generation Artificial Intelligence”to promote the development of China’s AI technology and industry. Telecom operators focus on how to use AI technology to help implement the national network strategy. In the development and application of AI technology, operators have natural advantages: a wide range of application scenarios, massively connected data resources, and a large-scale“central + edge”cloud infrastructure as the computing power. Telecom operators are exploring practices on how to integrate business needs, advantages of data resources, and technology reserves to achieve the scale application of AI in telecom operations. China Mobile combines its own business characteristics with technological advantages, and focuses on the cost reduction and efficiency enhancement of the operation process. It integrates the Artificial Intelligence and the telecom industry’s operating scenarios deeply, and explores AI landing actively. It has formed significant application results in typical fields such as intelligent interaction, smart audit, network self-service and Artificial Intelligence platform.

    • Based on the teacher- student model, a semi-automatic annotation method for datasets was proposed, which solved the problem of large workload of dataset manual annotation, different data quality and high professional threshold in supervised learning. In the cloud experiment, the annotation method was used to realize the semi-automatic labeling of the clock synchronization pattern classification data. On the other hand, the automatic evaluation of the difficulty of the data set was realized, which can be used to guide the optimization and evaluation of the machine learning model.

    • As the underlying bearing pipe of user service, it’s needed to analyze the network performance related monitoring data of packet optical network in real time and carry out targeted optimization operations to ensure the service performance. In view of the above control demands, based on the research of existing data analysis algorithms, this paper presented a LSTM+ VAE based packet optical network monitoring data analysis and optimization framework, including data training and visualization, characteristics analysis and optimization target calculation.At last, by collecting packet optical network delay data as experimental data, the effectiveness of the proposed method is verified. This research can also provide theoretical and experimental guidance for applyingArtificial Intelligence into the field of optical network management and control such as monitoring and optimization.

      radio conditions. This paper mainly introduces the physical layer application based on deep learning, and proposes a deep Q-network (DQN) based MIMO system location information verification scheme to improve the accuracy of signal detection in a varing and unknown channel environment.

    • With the spring tide of world multipolarization, economic globalization and social informatization, the value and risk of the cross- border data flow is becoming more and more prominent. The risks that arise from technical loopholes, deficiencies in management, and imperfections in policies and regulations permeate the whole life cycle of data. It has become an urgent problem to be solved to further promote data governance and escort digital economy. Large amounts of cross- border data are difficult to sort and classify, and improper application leads to hidden risks. Crossborder data attack escalation, black ash production aggravates the data risk. Countries attach great importance to the regulation of cross- border data flow and the competition is warming up. Therefore, we have to co- ordinate the two overall interests of“inside”and“outside”, the two directions of“out”and“in”of data, and the two aspects of“development” and“security”and do a better job in data security and cross-border data flow management in terms of laws and regulations, responsibility system and security.

    • In March 2018, the European Commission issued a taxation proposal for large Internet companies. Although it did not become a consensus, it has already produced demonstration effects for Asia-Pacific and some countries in Latin America. The United Kingdom, France, Italy, Spain and other countries have recently proposed their own digital tax schemes. The OECD also indicated that it will reach a consensus by 2020 to comprehensively reform digital taxes on a global scale. China is a big digital consumer, and the digital industry will gradually open up in stages, and it is also undergoing international expansion. Changes in the international tax system will inevitably affect the development of China’s digital industry. This paper proposes to levy a digital tax on digital companies that“reach a certain size”for their specific circumstances, and actively carry out international tax coordination, and create a fair and reasonable international tax environment for digital enterprises in China through consultation and cooperation.

    • The IoT(Internet of Things) technology is a complex application technology, most applications cover from 100kHz to 6GHzband, and there are many communication protocols.Howto use a set of test systems to carry out radio frequency consistency test, protocol consistency test and performance test has become very challenging. R&S IoT test system uses general instrument as the RF front end, and the protocol- processing unit as the baseband processing part, which realizes the test of DUT with different protocols and different frequency bands. The results show that the system can be widely used for UHF RFID,NFC,ZigBee,ETCand other equipment test.
