This article presents 10 highlights of global and domestic 5G development in 2019, which are about the advancement of commercial use, network construction in China, industrial value chain, bearer network, industrial applications, 5G + Industrial Internet, security, technical standards, spectrum, and 6G preliminary research. Then it makes a brief outlook for 5G development in 2020.

    • At present, number portability service has been implemented in more than 80 countries and regions around the world. Most countries regard the number portability service as a basic service for users. But it is a complex system project to realize number portability, which involves not only the implementation of technology, but also the operation and management. China's number portability service has gone through 10 years from the pilot test to this year's nationwide development, which is gradually carried out in multiple stages, and carried out research and test from system construction,policy standards, technical programs and other aspects. Up to now,a set of technical and management solutions suitable for China's national conditions are explored. With the nationwide number portability service development,the overall number portability service will be continuously improved.

    • The number portability is a service that the mobile phone user changes the telecommunication operator with the phone number unchanged. It has been implemented in nearly 80 countries and regions around the world and been officially provided on November 27, 2019 in China. The establishment of the number portability management policy system ensures the orderly provision of this service, and plays an important role in protecting the legitimate rights of users,guiding enterprises to operative normatively, and providing regulatory policy basis. This article combines international and domestic policy analysis to fully demonstrate the necessity and feasibility of China’s management policies aiming to number portability, and proposes to initiate technical monitoring, enrich regulatory cases, establish notification mechanisms,and strengthen the implementation for the following supervision of number port portability.

    • With the telecommunication user􀆳s network access agreement as the starting point, the number portability of telecommunications users should be regulated by private laws such as the Contract Law, the Consumer Rights Protection Law, and other forms of interpretation. With regard to the termination of contracts, compensation for damages, and other issues, the industry regulator does not need to be involved too much. Users and consumers should be guided to change their dispute resolution thinking, broaden their dispute resolution channels, and protect the legitimate civil rights
      and interests of telecommunications users based on relevant regulations in the field of private law.

    • The launch of 5G commercial services and the launch of local number portability in the whole nation attract much attention in 2019. The present technology solutions for the local number portability cannot support 5G SA services despite that it supports 5G NSA services. 5G SA standards and the industrial chain are getting matured. To ensure that users of the local number portability enjoy the same rights under the same conditions, it is necessary for operators to study networking for the local number portability of 5G SA service and implementation solutions in parallel when they formulate 5G SA commercial plans. This will promote the research and development of 5G SA equipment for the local number portability.

    • A blockchain asset trading system based on homomorphic encryption and ring signatures is proposed.Through homomorphic encryption technology, user transaction information can be encrypted to make it invisible to other users, while ring signatures can verify the homomorphic encrypted cipher text, it is checked for business legitimacy to ensure the legitimacy of the transaction. This method can protect the originally open and transparent user asset transaction information on the blockchain. It has the characteristics of decentralization, security, reliability, and high ease of use. It can effectively protect the privacy of users and facilitate the enhancement of the zone. Blockchain's privacy protection function for user transaction information in financial asset transaction scenarios is conducive to promoting the implementation and development of blockchain privacy protection technology in financial scenarios.

Traditional tax rules can hardly adapt to the challenges that internet companies do business across national boundaries without physical permanent establishment.Therefore, EU introduced the digital tax proposal to protect its own interests. The proposal mainly affects American companies, so the US has taken strong countermeasures against Europe. Still, the digital tax has received positive responses from India, South Korea, Mexico, ASEAN and many others. For China, the potential negative impact of digital tax should not be underestimated. Intellectual property rights have a profound impact on the operation of standard organizations,and therefore they need to ensure the inclusiveness and moderation of their own intellectual property policies. It is also necessary to clarify the handling mechanism of intellectual property issues, in order to reduce the occurrence of subsequent disputes. This article compares the operation mechanisms of 3GPP and IEEE, and analyzes the important impact of intellectual property rights on the operation of standards organizations.
