Abstract: With the telecommunication user􀆳s network access agreement as the starting point, the number portability of telecommunications users should be regulated by private laws such as the Contract Law, the Consumer Rights Protection Law, and other forms of interpretation. With regard to the termination of contracts, compensation for damages, and other issues, the industry regulator does not need to be involved too much. Users and consumers should be guided to change their dispute resolution thinking, broaden their dispute resolution channels, and protect the legitimate civil rights
and interests of telecommunications users based on relevant regulations in the field of private law.
