    • Data element circulation plays an important role in promoting the construction of data element market and creating new quality productivity of digital economy. By tracking and analyzing the progress of relevant policies and practices on the supply side, demand side and support side of data circulation, it is found that the current circulation of data elements in China is developing in a positive direction. However, at the objective level, it is still necessary to realize that fully activating the circulation of data elements is a long-term and complex systematic project. In terms of data governance foundation, data application mining and data infrastructure construction, it is still necessary to adhere to the long-term principle and continue to promote in an orderly manner, so as to give full play to the scale advantage of data resources and the scene advantage of data application, and lead the large-scale and efficient circulation of data elements.

    • Data resources are the core assets in the information age and play a crucial role in promoting economic and social development. This paper conducts research on the development and utilization of data resources, explores their basic concepts, classification characteristics, and governance frameworks, and designs scientific and reasonable rule mechanisms. The development and utilization of data should follow the principles of legality, transparency, fairness, and security, with the goals of improving data quality in the short term, unifying standards in the medium term, and constructing a global ecosystem in the long term. Through standardized management, multi-level governance, and a legal framework, issues such as privacy protection and data monopoly can be addressed. The collaborative efforts of the government, enterprises, and all sectors of society can effectively balance the exploration of data value and risk prevention and control, and promote the safe and efficient utilization of data resources.

    • This paper sorts out the relevant concepts of data elements and extracts the three fundamental characteristics of “virtual form, infinite replication, and collective empowerment”; analyzes the data circulation process from a global and single perspective, and proposes that the values of data elements are determined by the physical demand scenarioes and the concept of “date values=single low price × multiple reuses”; analyzes its unique significance for data elements content and data circulation from the dimension of “time and space”,which is particularly important in the real macro environment. On this basis, a “global ownership confirmation at the source + full circulation map” breakthrough approach based on “the fusion of reality and data” is proposed, and specific countermeasures and suggestions are put forward for the current focus of the construction of National Data Circulation Infrastructure, considering the data revenue demands of local governments.

    • In the era of digital economy, data has become a crucial factor of production, and the financial industry is a typical data-intensive sector where data has become the engine driving financial innovation. How to fully unleash the value of data elements and effectively strengthen financial support for major plans, key areas, and weak links in the economy has become a central topic for high-quality development of economy and society. This paper firstly discusses the typical needs and key points of data element applications in the scenario of industry-finance cooperation. Then, it highlights the significant value of data element applications in scenarios such as value exploitation of the industrial chain, innovation of service paradigms, promotion of ecological interaction, and supporting scientific and technological innovation. Finally, it proposes suggestions for further deepening the application of data elements in industry-finance cooperation scenarios, which can help financial services to promote high-quality, digital, and intelligent development of the real economy.

    • With data becoming a factor of production, data circulation and utilization facilities occupy an important position in the national data infrastructure. This paper first analyzes the development status of key technologies for data circulation and utilization, such as privacy-preserving computing, usage control, and trust guarantee, and emphasizes the application of these technologies in data circulation. Then, it conducts research on the main characteristics and construction paths of data circulation and utilization facilities such as trusted data spaces, data field, data components, internets of data, blockchain networks, and privacy-preserving computing public service platforms. Finally, it explores the development challenges and future trends of circulation and utilization facilities, hoping to provide reference for better stimulating the vitality of the data circulation industry.

    • Authorized operation of public data has become an important driving force for the development of new quality productive forces through activating scientific and technological innovation, upgrading industrial structure and optimizing resource allocation. However, the authorized operation is still facing problems such as weak policy regulation, imperfect authorization model, insufficient science and technology innovation, and shortage of data supply, which constrains the authorized operation of public data to empower the development of new quality productive forces. Based on this, four practical paths are proposed for the authorized operation of public data to better empower the development of new quality productive forces, namely, strengthening policy guidance and supply, establishing a guarantee system for high-quality data supply, exploring suitable authorization models, and exploring potential application scenarios, so as to support the development of new quality productive forces and promote high-quality economic and social development.

    • Data has become a critical production factor alongside land, labor, capital, and technology. Data assetization serves as the core driver for the rapid development of the data element market. As market entities, enterprises need to activate the potential of data elements and establish a long-term mechanism for releasing data value through innovative practices in data rights confirmation, value measurement, and compliant circulation. This paper first clarifies the policy requirements for data assetization, distinguishes related concepts, and defines its scope. Then, it constructs the core pathways and key phases of enterprise data assetization by integrating policy and practical dimensions. Finally, it provides prospects and recommendations for future development of enterprise data assetization.

    • The financial industry, which is a data intensive and technology driven sector, occupies an important position in China's digital transformation. External data, as an effective information supplement for financial risk control and marketing customer acquisition, has become increasingly important in financial institutions. In recent years, the financial institutions set off a round of innovation and practice upsurge in external data circulation management. However, due to the unclear regulatory redline of data circulation, unclear data acquisition authorization path, and low level of refinement of data management, the external data circulation environment of financial institutions is still in a disordered state. It has become an important task to give play to the role of the government in orderly guiding and standardizing development, clarify the responsibilities and obligations of all participants, support the innovation and exploration of financial institutions, and cultivate a credible circulation system for external data.

    • Currently, the data element market is facing challenges such as ambiguous ownership, lack of trust, and difficulties in supervision. This paper proposes key mechanisms for trustworthy data circulation based on blockchain technology, covering four aspects: the use of on-chain trusted datasets to enhance the credibility of distributed digital identities; transparent rules and automatic execution based on smart contracts to ensure more trustworthy data circulation transactions; full lifecycle data storage on the chain to ensure data credibility; and blockchain-enabled data asset tokenization to ensure asset liquidity transparency. The feasibility and effectiveness of blockchain technology in data circulation have been verified through the analysis of typical case studies.

    • In view of the complex business links of the new power system, the large amount of private information involved in power data, the difficulty of heterogeneous data sharing, and the increasingly severe security situation in cyberspace, this paper takes the current laws, regulations and standards as the ground. It focuses on the basic commonality, circulation rules, computing power and efficiency, data application and privacy security of electric data elements. For key infrastructure, data participants, data managers and other compliance management objects, the power data element compliance management obligations are proposed, and a standard system of power data element compliance management is initially established.

    • Currently, grassroots social governance in mega cities is facing new opportunities and challenges. Data has become a key element in enhancing grassroots social governance capacity. This study is based on the fuzzy set qualitative comparative analysis method (fsQCA), and through the analysis and in-depth exploration of the selected case set, constructs a data sinking empowerment grassroots social governance framework system covering multiple influencing factors such as technology, organization, and demand. It explores the single necessary condition and multivariate collaborative configuration for improving the effectiveness of data empowerment grassroots governance, analyzes the impact of different paths on enhancing grassroots social governance capacity, and provides strategic suggestions for improving the level of grassroots social governance.

    • With the vigorous development of the digital economy, data elements have become a critical factor driving the innovation of operational models and efficiency enhancement in telecommunications enterprises, playing a crucial role in the transformation and innovative development of enterprises. Research on methods of empowering telecommunications enterprise operations with data elements helps telecommunications enterprises to enhance the effectiveness of data empowerment and further activate the potential of data elements. Based on practice of telecommunications enterprises, this paper proposes a method of empowering telecommunications enterprise operations with data elements. It outlines an implementation pathway through four steps: data resource verification, data application scenario sorting, implementation of data application scenario empowerment, and assessment of data application benefits. The aim is to provide theoretical support and practical guidelines for the utilization and value transformation of data elements in telecommunications enterprise operations.

Building upon the standardization systems of traditional robotics such as industrial and service robots, this paper conducts a preliminary investigation into the key directions and implementation pathways for the humanoid robot standardization system, incorporating their unique technical characteristics. The findings provide valuable references for establishing and improving the future standardization system for humanoid robotics.
