Thoughts on the system of national data circulation infrastructure based on the fusion of reality and data

Abstract:

This paper sorts out the relevant concepts of data elements and extracts the three fundamental characteristics of “virtual form, infinite replication, and collective empowerment”; analyzes the data circulation process from a global and single perspective, and proposes that the values of data elements are determined by the physical demand scenarioes and the concept of “date values=single low price × multiple reuses”; analyzes its unique significance for data elements content and data circulation from the dimension of “time and space”,which is particularly important in the real macro environment. On this basis, a “global ownership confirmation at the source + full circulation map” breakthrough approach based on “the fusion of reality and data” is proposed, and specific countermeasures and suggestions are put forward for the current focus of the construction of National Data Circulation Infrastructure, considering the data revenue demands of local governments.
