Key problems and development suggestions for the construction of urban trusted data space

Abstract:

This paper centers on the construction of urban trusted data space. It begins by reviewing the development situation and typical practices in the realm of trusted data space across the European Union, the United States, Japan, South Korea, and China, thereby revealing the distinctive characteristics that foreign entities focus on industry-specific data space while China engages in multi-dimensional explorations. Based on this, this paper analyzes the positioning and core requirements of urban data space, encompassing aspects such as data circulation, development and utilization, interconnection, and fundamental supporting capabilities. It further conducts an in-depth examination of key challenges encountered in the current construction process, including insufficient data supply, inefficient supply-demand matching, deficiencies in legal regulations and standards, immature technical architectures, and ambiguous construction and operation models. Finally, it proposes promotional suggestions in four dimensions: policy guidance, infrastructure and scenario breakthroughs, technological research and development, and standard formulation. These suggestions aim to provide theoretical and practical references for constructing secure, credible, and efficiently collaborative urban data space, facilitating urban digital transformation and the market-oriented allocation of data elements.
