Research on the practical pathways for multi-cross scenario design generation

Abstract:

Against the backdrop of advancing digital reform, multi-cross scenarios, as a key driver of such reform, have increasingly evolved into a central engine for governance transformation and public value creation. Grounded in a practical perspective, this paper systematically addresses three core questions in the construction of multi-cross scenarios, namely “what to construct”, “how to construct” and “how to operate”. It innovatively proposes the “354 Model” which encompasses “Identification-Design Generation-Operation”. This model aims to effectively overcome the challenges in building complex scenarios that span departments, administrative levels, and functional domains, thereby providing a systematic and actionable practical paradigm.
