Abstract: To resolve the lack of access to communication services in administrative villages in poor mountainous and remote areas, the Ministry of Industry and Information Technology and the Ministry of Finance jointly launch a series of telecom universal service pilot projects since 2015, which have supported the constructions of fiber optic broadband networks in almost 130,000 administrative villages and more than 60,000 4G base stations in rural areas。 These pilot projects significantly improve the constructions of information infrastructure in remote areas of China, especially in the rural impoverished areas, and dramatically reduce the “Digital Divide冶 between urban and rural areas
