    • The development of urban e-government has gradually become an extremely important part of global e-government surveys. According to United Nations E-Government Survey 2022, the e-government levels in cities around the world have steadily improved in recent years, but the service provision of local governments is still inadequate, and regional disparities remain evident. This paper focuses on the perspective of urban e-government and analyzes the characteristics of local e-government development. It proposes that to improve urban e-government in the future, it is necessary to improve related strategies, enhance the level of data openness and sharing, and invest in digital innovative technologies.Besides, it is necessary to attract professional talents, prioritize the interests of vulnerable groups and provide humanized services.

    • Maturity is used to describe the development process of the assessment object from the low level to the high level. With the exploration of digital twin cities, how to effectively assess the development level and guide orderly construction has become an important proposition in the field of digital twin cities. Based on international and domestic maturity research, first, the connotation of digital twin city maturity is defined. Then, a maturity model of digital twin city is built, which classifies the characteristics of digital twin city from level 1 to level 5, and covers five dimensions and 19 indicators of digital twin city assessment. A quantitative assessment method is also proposed. Finally, suggestions are given for the application of the maturity model of digital twin city, which is expected to provide useful references for the assessment, certification and upgrading of digital twin city project.

    • As China’s smart city construction has gradually entered a new period of pursuing high-quality development, to develop the green recycling industry has become an inevitable choice to help smart cities to improve efficiency of resource utilization and practice the concept of environment-friendly and sustainable development. On the basis of explaining the importance of green recycling industry to the development of smart cities and elaborating the main characteristics of green recycling industry in the context of smart cities, this paper analyzes the digital empowerment needs of green recycling industry in aspects such as industrial planning, waste utilization, industrial chain coordination, as well as supervision and governance. It also puts forward a practical path for applying digital technologies to promote the high-quality development of green recycling industry.

    • The digital twin plays an important role in intelligent manufacturing, ecological conservation, public services, urban governance and other fields, and is important content of the construction of a new smart city. Countries such as Japan, France, Singapore and America have taken the lead in the construction of digital twin cities. From the practical experience at home and abroad, to promote the construction of digital twin cities, it is necessary to pay attention to top-level design, reinforcing the base, application breakthrough, multi-participation and basic support, and strive to optimize the policy environment. Besides, it is necessary to expand application scenarios with distinctive features, build a unified data base platform, and promote government-led construction with social participation, so as to accelerate the construction of new infrastructure.

    • According to statistics, many cities across China have piloted the construction of new smart cities. In the planning, construction, and operation process of these new smart cities, there are a large number of data security risks and issues. How to comply with various data security laws and regulations issued by the country and do a good job in data security protection of new smart cities is a key aspect that needs to be considered in the construction process of new smart cities. At present, China still lacks mature applications and solutions in the field of data security in new smart cities. Based on the business characteristics and data applications of new smart cities, an idea is proposed from the perspectives of data security compliance, technology, and management, hoping to provide a useful reference for the industry to ensure data security in the construction of new smart cities.

    • The indicator system for city operation vital signs is an important way to grasp the dynamic development of city construction, explore the pain points of city development, and promote the digital reconstruction of city governance and the intelligence transformation of public service models. First, this paper conducts an in-depth discussion about existing research on the indicator system for city operation vital signs in China, and proposes a construction methodology consisting of four stages: demand analysis, framework building, indicator sorting, and practical application. Then, it builds a general indicator system covering 5 fields (primary classification), namely, livelihood services, government governance, industrial economy, ecological protection, and safety protection. The indicator system includes 27 secondary categories, 26 tertiary categories, and more than 500 specific indicators. At last, this paper puts forward suggestions on the construction and optimization of the indicator system.

    • Under the general framework of modernization of national governance system and capacity, the digital government construction projects continue to advance, and their value and influence require a scientific method for evaluation. First, this paper clarifies the evaluation objects, objectives, and principles.Then,based on the “management-effect-influence” path, this paper designs the performance evaluation indicator system, evaluation process and evaluation method for digital government construction projects. Finally, this paper validates and improves the research results in the performance evaluation practice of the digital government construction project in the industrial park of City H.

    • Multi-cloud heterogeneous management of digital government is a difficult point in the operation and management of government cloud in large cities in China. Therefore, this paper proposes a multi-cloud service system and a multi-cloud management service technology system for government cloud for large cities, designs and studies a multi-cloud service system and a multi-cloud management service model for government cloud management.In addition, a management scheme for data customization, integration and expansion in the process of data collection, exchange, use and application at all levels of cloud management platform is proposed.A multi-cloud management service architecture of government cloud that integrates the control of platform providers, platform users, platform service providers and service supervisors is studied in the multi-cloud environment of government cloud. This paper provides a reference for the construction of government cloud operation management and service guarantee system in large cities in China.

This paper starts from the connotation, characteristics, and value of integrated development of local digital government and digital economy in the context of building digital cities. Then, it analyzes the current situation, problems, and trends of integrated development of local digital government and digital economy in China. Finally, it proposes evaluation methods and summarizes experience to accelerate the integrated development of digital government and digital economy, providing references for the local governments to accelerate the building of digital cities.

    • The vigorous development of the digital economy has brought new opportunities for the digital transformation of enterprises. Aiming at the key issues of digital transformation in the smart city consulting field, this paper focuses on the core capabilities of knowledge, scientific and technological innovation, business, and operation. Based on knowledge mining and data analysis technologies, this paper proposes a digital consulting support system which consists of knowledge accumulation, consulting capability sharing, regional support, and visual coordination. This paper further analyzes the actual deployment and operation of the consulting sharing platform, clarifies the practical value of digital transformation in the consulting field, and puts forward future prospects.

    • Canny algorithm is one of the commonly used edge detection algorithms. After effective improvement, the Canny algorithm can quickly and efficiently complete the accurate identification of the image edge positions. It plays an important role in computer vision, image analysis and other fields. Based on the concept and implementation steps of edge detection, different improvement methods of Canny algorithm are introduced. The Canny algorithms are classified and summarized according to the different improvement methods, and the edge extraction results before and after the improvement are compared and analyzed. The application and development prospects of the improved Canny algorithm are discussed. The current problems are summerized and the future research direction is proposed.
