Abstract:
With the deepening advancement of comprehensive urban digital transformation, the technological architecture of smart cities is undergoing holistic restructuring. Constructing a high-quality integrated urban digital platform has become a common strategic choice for many regions to advance smart city development in the current stage. This paper systematically analyzes the new requirements of comprehensive urban digital transformation across technological, application, and industrial dimensions. It identifies the integrated urban digital platform as an inevitable requirement for achieving management restructuring, process reengineering, and architecture reshaping within this transformation. Drawing on advanced practical experiences from Chongqing, Hangzhou, Xiong’an, and other cities, the paper proposes a holistic “three-layer and two-system” framework for the integrated urban digital platform. Furthermore, specific implementation pathways are outlined, focusing on three key aspects: coordinating the development of a citywide shared infrastructure network, integrating and creating universally reusable integrated data resources across domains, and collaboratively establishing a unified hub for urban general technologies and capabilities. This research aims to provide scientific guidance and practical references for comprehensive urban digital transformation in the current stage.
