Abstract:

The standard digitization is a transformative development direction from textual form to data form, and it is also an inevitable trend in the digital transformation and development of the world today. As the academic community has not had a unified view on the key issues, core challenges, and countermeasures of standard digitization, the concepts and requirements of standard digitization have been sorted out, and 7 development needs, 4 practical logics, and 11 core challenges have been proposed. Suggestions for empowering national standardization development with standard digitization have also been proposed. The results show that standard digitization is an engineering problem, and it is necessary to judge whether it is necessary to carry out digital transformation of standards based on the actual situation. Besides, it is necessary to pay attention to data security and personal privacy protection. It is important to realize that standard digitization involves resilience across numerous industrial chains. It is necessary to promote the development of machine readable standards based on both stock standards and incremental standards.
