An exploration of the regulatory modernization reforms of shared transportation in the era of mobile internet

Abstract: The regulation of the shared transportation should be classified according to platform matching service, online channel service and vehicle online rental service. The main problems of shared transportation regulation presently are the unclear functional positioning of the network-connected vehicles and their platform operators, the questionable practicality of traditional regulatory concepts and modes in the field of shared transportation with frequent misalignment of regulation. In order to modernize the system of shared transportation regulation, we need to recognize the characteristics of shared transportation industry, define the functional orientation of the platform according to business form or business model, deeply understand the shared characteristics of shared transportation, establish a new model of classification supervision adapted to the development of the industry, and optimize the existing economic regulatory model in the short term. It is need to change the regulatory concept in the long term and improve the regulatory model.
