Methods and practices of scale measurement in emerging fields of ICT

Abstract: New technologies such as big data, artificial intelligence and blockchain are emerging one after another,which have a significant impact on the industry's innovation, productivity and competitiveness. They are widely integrated with traditional industries and spawn new industries, new formats, and new models constantly. In order to measure the development status and economic contribution of these new technologies and fields, the paper proposed to measure the industrial scale of emerging fields through value-added measures and split the industrial scale into core and integrated parts. Based on the mapping relationship between emerging fields and national economy classification, authoritative data and industry research data, the paper established an industrial scale measurement method in emerging fields by using the combination of value-added multiplier method and input-output method or proportional inference algorithm. In the end, practice was carried out in the fields of artificial intelligence and blockchain, respectively, to further verify the scientificity and practicability of the method.
