Abstract: Data has become a new production factor, and data operation is the key to realize the value of data elements.This paper discusses the process of data operation, and puts forward the four quadrant model of data operation from the perspective of cost value, which provides reference for data operation work, and finally verifies SHLI model with relevant cases.
