Abstract: This paper discusses the theoretical origins of infrastructure construction and its role in the economy and
society, sorts out the layout and planning of China, the European Union, the United States, Japan and South Korea in
terms of “new infrastructure”, studies the theoretical basis of new infrastructure construction from the perspective of
GPT, and puts forward relevant policy recommendations.
