Abstract: Operational safety of new infrastructure is related to business, economy, society and national security. This article emphasizes the importance of reliability assurance, and recommends strengthening management and supervision,introducing new technologies to enhance reliability, establishing differentiated reliability guarantee mechanisms of section, layer and level to improve end-to-end reliability.
