The construction and evolution of international soft law based on the process of global cyberspace stability

Abstract: In 2016, The Hague Center for Strategic Studies (HCSS) and the East-West Institute (EWI) issued an initiative to form the Global Commission on The Stability of Cyberspace ( GCSC ), and then announced the establishment of GCSC at the Security Conference in Munich in February 2017. Since established, GCSC has put forward 4 Principles, 6 recommendations and 8 norms of cyberspace stability which lead the formulation of global cyberspace stability rules. Although GCSC emphasizes the multi-stakeholder model to promote the formulation of cyberspace stability rules, it is mainly driven by Western powers. And now, the proposed rules are less practical, but their influence will continue to rise in the future. China should continue to closely follow the development of GCSC,participating and influencing the process of GCSC.
