Abstract: In order to clarify the specific indicators of high-quality development of SMEs and carry out scientific evaluation, the paper summarized the domestic scholars􀆳 research on high-quality development of SMEs by combing the literature, and deeply understood the connotation of high-quality development of SMEs. Based on the concept of open and shared development, it established a five-dimensional evaluation system such as economic benefits, green ecology,SME development, and open innovation. It uses the entropy method to evaluate various indicators to provide highquality development policies for small and medium-sized enterprises reference.
