Abstract: The United States is one of the world’s leading countries in terms of government data openness and has continuously adjusted and optimized its data openness policy for 10 years. In 2018, the United States issued the Open, Public, Electronic, and Necessary Government DataAct to show the latest direction of theUSgovernment’s data open policy, namely, adding data management requirements, refining data asset management, and optimizing organization structure, to promote the opening of government data more rigorous, safer, more scientific and operational and more secure. Based on China’s actual government data openness situation, China can learn from the American experience to improve its government data open policy in
terms of open principle, open measures and open mechanism.
