Abstract: In September 2014, Premier Li Keqiang first proposed“mass entrepreneurship and innovation”at the Summer Davos Forum. Since then, China has set off a wave of entrepreneurship and innovation. After more than four years of development, the domestic entrepreneurial innovation environment has been continuously optimized, the vitality of the group’s entrepreneurial innovation has been effectively stimulated, and a unique entrepreneurial innovation ecosystem has been gradually established to promote high quality development of China’s economy. At the same time, we also see that there are objective problems and shortcomings in the development of China’s dual-creation. There are still objective gaps in many fields compared with developed countries in Europe and America. This paper explores the entrepreneurial innovation ecology of China and the United States from the perspective of policy and behavioral patterns. A comparative study is conducted to draw the relevant inspirations for promoting the development of the dual-creation work.
