Abstract: This paper studies and designs an emergency code resource management platform. By combining the priority call technology resources in the existing mobile communication technology of the operators, the user card number management platform is established for the dynamic management of emergency users to ensure that the number designated by the government emergency agency has the priority access to the public mobile communication network, so as to avoid the inconvenience of emergency command and communication caused by network congestion.
