Abstract: The further development of the Internet and the comprehensive promotion and upgrading of informatization are two of the most obvious features of the current society. After a large amount of data is produced, the problem of unclear definition of ownership and right of use becomes an important obstacle to better management and utilization of data resources. Based on concrete examples and actual conditions, this paper proposes a reference model for future development with clear property right of data and conditional assignment of right of use, which is conducive to the realization of coordinated management of property right, right of use and privacy under the condition of openness and sharing.
