Abstract:

First, this paper analyzes the current situation and problems of software cost estimation in the telecommunications industry. Then, it proposes a solution to improve standardization and normalization of software cost estimation by building a case database and a software cost estimation system. It also proposes the key points of building the case database and the framework of software cost estimation system. Finally, it designs a workflow to guide the implementation in engineering practice.
