The inspirations of Poland’s First Spectrum Auction to the marketization of spectrum resources in China

Abstract:

The derivatives of radio spectrum resources have spread to many fields of social economy, and the demand for spectrum resources in various industries is increasing rapidly. Spectrum resources are scarce and non-renewable public resources. The current allocation mode of administrative examination and approval in China cannot maximize its use efficiency, and cannot fully reflect its economic value. This paper systematically analyzes the auction model, auction rules and auction process adopted in Poland’s first spectrum auction, and summarizes the inspirations of the experience of Poland’s first spectrum auction to the allocation of spectrum resources in China.
