Abstract: As a key factor of production in the development of digital economy, data has a fundamental and strategic position. The CPC Central Committee and the State Council attach great importance to the development of data elements, and the valualization of data elements plays an important role in realizing high-quality economic development, promoting the modernization of governance capacity, and meeting the needs of people for a better life. The value of data elements has been accelerated along the three stages of data resource utilization, data asset utilization and data capitalization, and has achieved initial results. Based on the analysis of the current problems of the value of data elements, this paper puts forward the policy suggestions of building four systems: data elements resource system, data transaction circulation system, data fusion application system and data security guarantee system.
