Abstract:

In the process of China’s industrial transformation from digitization and networking to intelligence, data have become a new core production factor. Through a comprehensive analysis of the construction of data related institutions in major economies around the world and their competitive impacts, and from the perspective of anti-monopoly in platform economy, this study finds that basic data institutions can be built by using incentive compatibility as the design principle. To be specific, the risk of monopoly in platform economy can be weakened through data property rights institutions; the risk of exploitative abuse can be prevented through income distribution institution of data factor; the maximization of data circulation scale can be promoted through circulation and trading institution of data factor; the security risk of data monopoly can be prevented through governance institution of data factor.
